2. Next month’s meeting is the biannual neighborhood potluck. January 14

th, starting at

6pm at the Neighborhood Center, 8201 10th Ave S. Next meeting for business is in

3. December waste reduction tips handout to support SPNA efforts to win cash award from

the Waste Management-sponsored Think Green Recycling Challenge.

4. Seattle premier of the movie “Water Blues Green Solutions, Wednesday, December 11,

2013, 6:00-8:30 pm, South Park Community Center, 8319 8

5. Winterfest – a holiday event for local families – Saturday, December 14, 3:00-5:00 pm,

6. Boeing equipment mobilization and 2014 work plan for the Duwamish – Brian Anderson.

Starting second dredge season on February 2, ending March 7. Dredging this season will

be along east bank of Duwamish, south of the South Park Bridge, across from the South

Park Marina. Last dredge season’s work (north of bridge) is completed, with shoreline

and habitat restoration installed. There will be a third dredge season August through the

fall of 2014.

7. Free e-cycling event Saturday January 4

th. Bring your old electronics to the South Park

Neighborhood Center (8201 10th Ave S) from 1 to 4pm. Sponsored by ECOSS.

 

Police Report

 

Pretty quiet this month. Only issue was a burglary at 10am. Contact Betsy McFeely

(

Betsy.McFeely@seattlegoodwill.org) with any police concerns.

 

Local Project Updates

 

Duwamish Rowing Club: 2 years of achievements – Michael Merta.

Rowing club has been a great success – Currently giving indoor rowing classes at the

Community Center.

T-117 update – Roy Kuroiwa, Port of Seattle and Katie Atkins, Veda Environment

Upland portion about 60-70% completed – extending the working hours to get upland

portion done. They start in-water work as early as next week, dredge machinery is at site

already. Project website is updated frequently – check it out for an interactive fun, and

informative experience of the project.

SPU/SCL Project Reports

Several project managers presented various utility projects in South Park. SPU brought

a summary of each presentation, see attached. Project map and contact information are

SPU / SCL South Park Updates to SPNA – Dec. 10, 2013

Thanks for having us here this evening to provide updates on City of Seattle projects in your

neighborhood.

You’ve told us you want the city departments to work together and with other agencies to

provide more coordinated services in South Park. We’ve heard your concerns about

coordination, and tonight is an example of how we’re working to deliver a more cooperative

approach between departments.

We have with us Seattle Public Utilities and Seattle City Light to update you about some projects

coming up. We’ll also have information about a joint project SPU is doing with Seattle

Department of Transportation.

As you may have heard at King County’s presentation during the October SPNA meeting, SPU is

also partnering with King County to deliver the RainWise Program, which offers rebates to

eligible residents for installing cisterns and rain gardens.

th and Concord Sewage Backup Prevention Project (Neil Thibert)

The project is being designed to address sewage backups and street flooding that have occurred

in the area around 14th Avenue South and South Concord Street after heavy rain.

Considering potential disruptions by building through private properties, we determined that

the best option is to install a new, larger pipe to collect stormwater and sewage pipe under 14th

Avenue South, between South Concord and South Donovan, and west under Donovan to 12th

Avenue South.

We are committed to exploring construction methods that will minimize impacts to South Park

businesses and residents, and we will be contacting all those potentially impacted to make sure

they have the opportunity to share their concerns and inform our actions.

The project is now entering the design phase, and we anticipate starting construction in 2015.

We will be working with ECOSS and Stepherson and Associates on outreach in South Park, and

want to work with you to determine how SPU can minimize construction effects in the

community.

Overview of project

 

Describe how this project relates to other T 117 Projects in South Park (Port Uplands and

Sediment Construction, SCL Yard Clean up)

Main goals of cleanup:

o

Remove contaminated soil beneath streets and sidewalks;

o

Improve stormwater drainage in the South Park pocket neighborhood;

o

Make improvements to the lower Duwamish Waterway – part of the much larger goal of

restoring 5-miles of the Duwamish River.

 

Project details

 

Construction in the Spring of 2015

Describe the overall design (show map of area)

Describe where SCL is in the design process – define the 60% design and what that means in the

context of the overall project

Key highlights –design (e.g. paved streets, replace some existing sidewalks, install some new

ones, improve, handicap accessibility, add stormwater facilities )

Describe SPU’s related drainage work

Acknowledge that SCL will work closely with the businesses and residents in the neighborhood

to share info on temporary road closures, increases in truck traffic etc. during construction.

Estimated timeline for construction Spring of 2015. Expect the project construction and

completion late winter 2015/early 2016 – about 10 months of work.

Opportunities for public to provide input – upcoming open house February 5.

Seattle City Light Dallas Crossing Project (Mary Junttila)

 

City Light will replace the crossing to maintain system reliability.

We anticipate that construction for this project will begin in 2015, and will be back to talk with

you more about the project in the coming months.

In preparation for this project, we anticipate doing some geotechnical work on public right-ofway

in late December/early January – borings in locations along Dallas Ave. Dec. 29, 30, Jan. 2.

 

South Park Pump Station and Water Quality Facility (Sheila Harrison)

 

As you may know, we have delayed project design and construction for the South Park Pump

Station.

Our technical team is reevaluating appropriate technology in light of new information on the

performance and maintenance needs of the selected treatment technology that indicate it

might not perform as effectively or affordably as we had anticipated.

SPU follows a deliberate process for making transparent decisions fully informed by project

risks, financial, environmental, and social impacts and benefits, and project Life-cycle and cost

Our current schedule and planning indicate that we’ll complete the analysis in summer of 2014,

and will start the design process as soon as possible after a decision is made. Design will take

approximately two years.

Under our Consent Decree, we have the option to develop an integrated plan in concert with

the Department of Ecology and EPA.

Currently, we are evaluating projects that could be included as part of the Integrated Plan

alternative. As part of the process of developing this plan, we are looking at stormwater projects

in the neighborhoods surrounding the Duwamish River.

The South Park Water Quality facility is one of the projects under consideration as part of the

Integrated Plan and that it will most likely be one of the projects submitted to EPA and Ecology

in the May 2014 draft plan.

If the project is included in the Integrated Plan (IP), SPU will be fully committed to the project

from a regulatory standpoint, and will have the funding to implement it.

The draft of the IP is due to EPA and Ecology on May 30, 2014 and will be available to the public

at this time. In addition, SPU will issue a draft EIS on May 30, 2014. There will be a public hearing

for the EIS most likely in mid-June. The final LTCP/IP is due on May 30, 2015.

We are developing a “Community Guide to the Integrated Plan”, which will be available

winter/spring 2014. We will also be offering briefings on the Integrated Plan to groups if

requested.

Portland Street Drainage Project: SDOT will provide updates to SPNA on the West Duwamish

Trail Extension / South Portland Street Drainage Project.

 

Strategic Business Plan Outreach (Rachel Garrett)

 

Rachel: We wanted to let you know about some upcoming outreach opportunities regarding the

Strategic Business Plan that SPU is currently developing, with the intention of supporting an easy

and engaged customer experience.

The SBP will guide SPU’s 2015-2020 investments, services, and rates – with the goal of keeping

Seattle as one of the best places to live.

With this plan, we aim to achieve the following main goals:

o

Support, enhance and communicate about improving Seattle’s quality of life through

essential services.

o

Develop an integrated communications plan that builds awareness, support and

participation among all Seattle Public Utilities’ employees and customers.

o

Support each line of business through mutually defined goals and actions.

o

Encourage collaboration, among SPU’s lines of business and other City departments

such as Department of Neighborhoods, Seattle Department of Transportation, City Light

and other municipalities to effectively achieve shared goals.

We will be holding public meetings in February and March 2014 to gather public input on the

Strategic Business Plan.

A handout is available that lists dates, times and locations of all the public meetings SPU will be

holding as part of this community engagement process for the Strategic Business Plan.
